Another Eastern European/Soviet film sought...

I have searched in vain across the web to find the title of an animated film I recall seeing years ago. I am only speculating that it is Eastern European/Soviet...it had that 'look and feel.

The focus of the story was a tree in a garden where children played....for some reason this tree does not bloom in the spring until one child 'befriends' the tree....any ideas?

This is just a stab in the dark, but could you possibly have forgotten large chunks of the plot?

I only ask because this reminded me immediately of The Selfish Giant (http://theoscarsite.com/pictures1971/selfishgiant.htm), except that the garden stopped blooming until the giant befriended the child who wanted to climb the tree...
