Tom is tied to a rocket which is about to blast off into the heavens. He has no control over it. Jerry is waving goodbye, in an ironic sort of way. And the fuse is about to burn out.
In the 50's it was a gag. 50 years later it's a requiem. At least I hoped so.
Hanna Barbera went on to produce a lot of gradually less interesting TV, which along with Filmation's even worse efforts, came to represent the nadir of the 70's and early 80's.
But way back when they hd money to fling about, Joseph Barbera won 7 Oscars to Martin Scorsese's zero.
