Wait a minute... Wiley E. Coyote talks in these encounters with Bugs Bunny? Wasn't he always silent before? Hence his use of signs, etc. :confused:

One assumes he lost the capacity not to speak. Tragic, really.

Operation: Rabbit was Wile E. Coyote's second theatrical appearance (after 'The Fast and the Furry-ous') and the first of the ones where he met with Bugs.
In all of his (four) encounters with the wabbit he was able to talk, while in the roadrunner shorts he was always a mute character, using those signs you refer to (with the occasional yelp of pain).
On the Bugs Bunny/Road Runner TV series the coyote could also talk, mostly about his plans as he analyzed what went wrong.
Also in the original comics, both Wile and Road Runner could talk.
His encounters with Bugs perhaps aren't as well known as the road runners, this may not be all that surprising as Chuck Jones only made four of these shorts.
Today the coyote is completely silent, perhaps meeting Bugs those few times gave him reason not to forewarn his potential prey that he plans to eat them.

I recall a Roadrunner short where he talked, as well. (Unless it was made for the TV show!)
Two kids were watching the Roadrunner cartoon on TV, and one kid said, "Why does the coyote want to catch the roadrunner, anyway?"
Wile E. came to a screeching halt and unrolled a chart, giving a lecture on which parts of the roadrunner had what flavor. (Yay for Wisconsin Cheddar!!! :D )

That would be the TV pilot for 'Adventures of the Road Runner', that sequence (as well as the entire 26min cartoon) you refer to is on disc 2 (Road Runner and Friends) of the golden collections.
Although the pilot didn't work out the sequences contained in it were recycled for the shorts 'Zip Zip Hooray!' (with the talkie bits) and 'Roadrunner a Go-Go'
So while it was made for TV, it ended up being two shorts. It also contains a lot of the shorts 'From A to Z-Z-Z-Z' and 'Boyhood Daze' which is where one of the kids come from (the other being his classmate).
