It's a wig, or she dyed it. If you greyscale red, it doesn't turn out black.

I didn't think that short needed anymore color, it verges on visual overkill at times anyway. The director and Producer must have thought otherwise. Interestingly, Betty's two sisters do have the normal jet black hair color.

I don't know about it not turning black. In the Marx Brother's film the Coconuts, Harpo's red wig turned out black so he dyed it lighter for later films.
