Hey sjaydeep, welcome to Keyframe.
Hi,

Strictly speaking, there has been software out there for a while that will do keyframing for 2D animation, but it kinda depends how intelligent you want that keyframing to be.
Flash on its own can do basic moves and morphs on 2D objects. I've also heard of add-ons to Flash that allow you to create 'character rigs' similar in concept to those used in 3D, however you are only over going to be animating the character across the same 2D plane. That is, if the character is in profile, you can only animate the rig in profile.
There are quite a few add-ons to 3D software like Maya or XSI, which allows you to create a 3D object and then shaded so that it looks 2D. The TV series, Storm Hawks (http://keyframeonline.com/Animation/Storm_Hawks/1170/), uses this 'toon-shaded' style.
Do you happen to remember what the software was called?
