In Michael Barrier’s commentary for ‘Wabbit Twouble,’ Clampett states that he and Tex found Arthur Q Bryan’s recordings funnier in person than when they were coming from Elmer. So they redesigned Elmer to look more like him.
After a few cartoons Clampett (Avery left the studios around this time, going to MGM) decided that the redesign was a mistake and went back to the more classic design.
This also has relation to the overweight Porky cartoon they made until Leon Schlesinger told them that he objected to Porky being that fat. When they couldn't do it to Porky, Clampett decided that Elmer was fair game.
