Wicked City

There is a treaty of non-aggression between the world of humans and the realm of demons: known as the dark world. The Black Guard, a group of undercover operatives from both sides uphold the wording of the treaty. However the treaty is up for renewal with the dawn of the new millennium and groups from both sides are determined to prevent a new agreement from taking place. Taki Renzaburo, one of the Black Guards top agents is assigned to protect Dr. Guiseppe Maiyart, without whom the signing ceremony cannot hope to succeed. For this mission, Taki is partnered with Makie, an agent from the dark world; but the enemy is gathering and their charge isnt exactly cooperative.

Ah yes, the resulting opening of the metaphoric floodgates after the success of Akira allowed some really terrible films to get translated and brought over by companies like Manga Entertainment...
