Tom, an orphan, is the chimney sweep for a pair of petty thieves. The three travel to a mansion in the English Countryside, where they attempt to steal the owner’s silver and any other valuables. After being made the stooge of the foiled robbery, Tom runs into the countryside, and jumps into a raging river. The currents pull him into the under sea world, and the only way to get back to the surface again, is too brave the dangers of the deep and find the mystical Water Babies.
