Mickey is the conductor of a band playing William Tell at the park, trying to hold the music together while dealing with the antics of a fife playing Donald Duck, an annoying little bee, and a raging typhoon.
Donald plays “Turkey in the Straw” on his fife, the same piece that Mickey Mouse himself played in Steamboat Willie; a possible reference to the fact that Donald was taking over the role of mischief maker away from the mouse, who had been by this time redesigned as a straight-man.
