Squiddly Diddly is apparently a squid (though he looks more like an octopus), and inhabitant/captive of amusement/marine park 'Bubbleland'. He is musically talented and wants to become a musical star, which leads to his constant attempts to escape captivity. These inevitably end in falure and his recapture by Chief Winchley.
