As Japan rebuilds itself after World War II, anti-government elements clash with police in violent demonstrations. A special para-military force is formed in an effort to restore order. In the midst of rounding up the terrorist element, the young officer Fuse is confronted by a girl bearing a satchel of explosives. Unable to fire upon her, Fuse can only watch as she blows herself. Traumatized by the event and filled with questions, Fuse befriends the girl's sister, but the two are soon caught in the middle of a power struggle between the police force and an elite faction within para-military group--Jin Roh...
