Casper lives a lonely life in Wiltmore Manor; all he really wants is a friend, but being a ghost means he scares everyone away. Meanwhile receiving the manor in a will, the greedy Mrs Carrigan Crittenden, hears about a treasure inside the building. During her futile attempts to rid the house of it spirits, Casper becomes smitten with a girl he sees on TV, Kat; daughter of paranormal psychologist Dr. James Harvey. To get them in the house, Casper shows Mrs Crittenden the news bulletin talking about the doctor’s work. Desperate, she hires Dr. Harvey to get the ghosts out of her house so she can get her hands on the treasure. Before arriving, Harvey and Kat make a pack, if there are no ghosts this time Dr. Harvey will give up his practice. Soon they meet Casper and his three cranky uncles; and while Dr. Harvey has his work cut out dealing with the trio, Kat learns about Casper and helps him reconnect with his past life.

A segment were the ghostly trio sing about how great it is to be a ghost, was storyboarded and the live-action sequences filmed; but it was deemed to be too expensive (ILM estimated the cost of the sequence to be around $3 million) to create the animation effects for the scene and so was unfinished.

Harvey, the surname of the two main human protagonists, is a reference to Harvey comics, who brought the rights for all of Famous Studio’s characters (Casper, Herman and Katnip, Little Audrey, etc) in the mid forties.
