After reading the Boy Scouts manual, Casper decides to leave ghost society and join; unfortunately the scouts are afraid of him. He then meets Billy the little brother of one of the scouts, who befriends the ghost. The two have fun playing scout, but their antics wind up disturbing a grizzly bear.
