Rino Rando and her cranky permanent hand puppet Pucchan have arrived at the prestigous Miyagami Private Academy. Within a day, she is recruited to the even more prestigous Best Student Council, who run the school and protect it...with military force, when necessary.
Why has Rino been made a member of the elite council? It's hard to tell, especially for Kaori Izumi, who has been a member of the council's fighting force for some time without being promoted to the council. Adding to Kaori's jealousy, Rino becomes the new favorite of council president Kaneda.
