The Big City has a big problem, it has come under the shadow of Doom Tower and it’s owner; the mad Caraktiucus P. Doom, who wishes to take over the world. The only thing standing in his way are Marlon, Rocky and Bluey; three local motorbike riding penguins who are, if anything, just a little clueless.

Avenger Penguins was designed as a gentle parody of all the merchandise-led animal-based high action animation coming to UK shores from the USA (and elsewhere) at the time; like Teenage Mutant Ninja Turtles, with a strong nod towards Biker Mice from Mars.

Two characters in the series, referred to as the badly drawn brothers were deliberately designed so that their construction lines still show, mocking the lackluster approach to quality control that such action series sometimes had (construction lines are normally removed in the cleanup department).

The series working title was Hell’s Penguins. This title was eventually dropped to allow for easier distribution in different territories.

Harry Slime's name is a take on Harry Lime from the film 'The Third Man' played by Orson Welles. Doom is a stereotype of Welles' acting style, just a bit more over the top.
