Bored with being just another 'number', Patch becomes separated from his family and gets the chance to meet his hero, Thunderbolt - the German Shepherd TV star who the puppies used to watch in the original movie. Meanwhile Cruella, who is now a patron of the arts, kidnaps the rest of the puppies in order to inspire the spotty black and white works of her favourite avant garde artist. Even though Thunderbolt isn't quite what he's cracked up to be, he and Patch have to find a way to become genuine heroes and save the day.
